About VOCAL-NY
Voices of Community Activists and Leaders (Vocal) New York in Brooklyn builds the power of low income community members who are affected by HIV/AIDS, the drug war, mass incarceration, and homelessness. The organization assists the community by organizing, advocating, providing direct services, and providing direct action.
Community Voice and Addiction Assistance
Voice is a grassroots membership organization that addresses failures of local government instead of failures of community members with substance use disorders. They fight for systematic change while promoting harm reduction and the end of stigmas.
The fight against drugs involves promoting access to mental health care and harm reduction services instead of legal charges and stigmas. Users Union consists of low income people who’ve been affected by drugs and carry out the work for this division.
Syringe Exchange Prevents Disease Spread
Several programs are available for those with substance use disorders. Syringe exchange offers disposal of dirty syringes and supplies of sterile injecting equipment. This equipment includes syringes, cookers, cotton filters, and water ampules.
Also included to prevent the spread of diseases are bandages, antibiotic ointment, gauze, and alcohol pads. For injectors who are unable to come to the center, the syringe exchange program can come to them.
Clean Supplies for Safer Drug Use
Drug users who smoke or snort drugs have accessibility to stem tips, chore boy copper filters, and multicolored straws. They provide other items such as fentanyl testing strips and hygiene supplies.
For those clients who have family or loved ones who are using opiates, it’s a good idea to have Narcan on hand. You can register for a session that teaches how to administer narcan at the center.

Other Forms of Payment
Medicaid is a state based program that helps lower-income individuals and families pay for healthcare. Medicaid covers addiction treatment so those enrolled can use their coverage to pay for rehab. When a program accepts Medicaid the client often pays very little or nothing out of their own pocket.
Medicare is a federal program that provides health insurance for those 65 and older. It also serves people under 65 with chronic and disabling health challenges. To use Medicare for addiction treatment you need to find a program that accepts Medicare and is in network with your plan. Out of pocket costs and preauthorization requirements vary, so always check with your provider.
Private insurance refers to any kind of healthcare coverage that isn't from the state or federal government. This includes individual and family plans offered by an employer or purchased from the Insurance Marketplace. Every plan will have different requirements and out of pocket costs so be sure to get the full details before you start treatment.
Self-pay involves paying for treatment out of your own pocket. You can use savings or credit, get a personal loan, or receive help from family and friends to fund your treatment. If you don't have insurance or your insurance plan doesn't cover a specific program, self-pay can help ensure you still get the care you need.

Levels of Care
Outpatient rehabs offer an intermediate level of care for clients who do not require the kind of intensive supervision and support an inpatient program typically provides. Many clients transition into outpatient care immediately after exiting inpatient treatment. Others enter outpatient programs upon completing detox. Some facilities offer ambulatory medical detox for clients who do not require hospitalization. Most outpatient rehabs offer a combination of services, including addiction counseling, life skills training, and medication assisted treatment (MAT).

Accreditations
State Licenses are permits issued by government agencies that allow rehab organizations to conduct business legally within a certain geographical area. Typically, the kind of program a rehab facility offers, along with its physical location, determines which licenses are required to operate legally.
