In my experience they do everything they can with limited funding. There actually is a lot of red tape when it comes to Medicaid, Medicare, the rights of an individual. It's a part of the Alabama Department of Mental Health.
On Mondays they are available for any new intakes. There are three offices in each county - Cherokee, Etowah, DeKalb (C.E.D.) And, I believe Etowah would be the more convoluted of the three since Etowah has a much larger population than Cherokee and Dekalb.
I imagine that when an emergency/crisis arises they have to drop everything and focus on those people that are on the verge of harming themselves and/or others. I can also imagine these emergencies can happen at a moment's notice and it may not be only one at a given time.
That one office in Attalla serving for Etowah is providing mental health services to area with a population of over 100,000 people.
